A property owner or owner’s authorized agent who intends to conduct an operation or business, or install or modify systems and equipment that are regulated by the 2018 International Fire Code, or to cause any such work to be performed, shall first make application to the fire code official and obtain the required operational permit.

An operational permit allows the applicant to conduct and operate a business for which said permit is required by Section 105.6 of the International Fire Code for either a prescribed period, or until renewed or revoked.

Hazardous Materials Information Sheet: This downloadable form can be found on our website. Use this form to document chemicals on property that meet Operational Permit requirements but do not meet Missouri TIER II requirements.

Site/ Building Plan: This is used to provide first responders and other City employees with a layout of the business / property to illustrate the locations of hazards, utilities, exits, building access, dangers, hydrants, and other key information.

Use the provided plan, or create your own using the aerial view from a mapping program (like Google Maps) to depict important information located outside the building. The interior of the building should be depicted like an escape plan or architectural drawing. Show the locations of key building features such as fire hydrants, water shut-off, gas shut-off, fire alarm control panel, fire department connections, electrical panels, etc. 

Missouri TIER II Form: This requirement applies to any person engaged in business in Missouri having ten thousand pounds (10,000 lbs) or more of a hazardous chemical at a facility, or five hundred pounds (500 lbs) of an extremely hazardous substance. The Missouri Tier Two form shall be completed for all such hazardous chemicals and extremely hazardous substances.
