Police Department Overview

The North Kansas City Police Department's mission statement outlines the department's commitment to the citizens of North Kansas City. The mission statement is a consensus of department members and their values. 

 "OUR MISSION IS TO PROVIDE A SAFE, SECURE ENVIRONMENT IN NORTH KANSAS CITY BY PROVIDING PROFESSIONAL POLICE SERVICE. WE WILL PROTECT THE RIGHTS OF ALL UNDER THE ESTABLISHED LAWS BY MAINTAINING ORDER, FORMING PARTNERSHIPS WITH THE COMMUNITY, AND PERSEVERING HUMAN DIGNITY." 




The City Council has currently allocated 65 positions in the Police Department: 40 full time commissioned law enforcement officers, 8 commissioned Reserve law enforcement officers, 10 civilian communications personnel positions, 2 civilian secretary positions, one civilian parking control officer, two animal control personnel, and a Chaplain.

The department is structured into three Divisions: PATROL, INVESTIGATIONS, and SUPPORT SERVICES. The PATROL DIVISION COMMANDER has the oversight responsibility for the patrol unit, communications unit, community policing program, which includes the bicycle patrol, and K-9 UNIT. The INVESTIGATIONS DIVISION COMMANDER has oversight responsibility for criminal investigations and the operation of the municipal detention facility. The SUPPORT SERVICES DIVISION is the administrative division and the commander's responsibility lies within supervision of the department's TRAFFIC UNIT, SCHOOL RESOURCE OFFICER PROGRAM, ANIMAL CONTROL, and administrative duties associated with EMPLOYMENT, promotional examinations, internal affairs, budgeting, purchasing and supply. This organizational structure works  effectively and efficiently; meeting the department's mission and organizational goals.


The North Kansas City Police Department has a strong commitment to training. All commissioned officers meet the MISSOURI PEACE OFFICER STANDARD AND TRAINING (P.O.S.T.) requirements and are certified by the MISSOURI P.O.S.T. COMMISSION. Not only have officers received the required basic training, but the department has made a commitment to providing more continuing education than is required by P.O.S.T. CONTINUING EDUCATION REQUIREMENTS. Currently, officers are provided with 75 hours of continuing education units a year. The yearly training is in areas such as firearms, dealing with domestic violence, constitutional issues, sensitivity training, and sexual harassment in the workplace. Officer training also included refresher training in areas provided in the basic academy training.
This commitment to training is likewise supported by the City Council. This is evidenced by the budget they approve and their commitment to send command level personnel to the F.B.I. NATIONAL ACADEMY in Quantico, Virginia, along with having the department's Command Staff attend the F.B.I.'s LAW ENFORCEMENT EXECUTIVE DEVELOPMENT SEMINAR. With this commitment to training, the department is achieving its goal of establishing a high standard of training and education so that members can realize their maximum potential.

In an effort to meet another goal, the department has established a progressive approach to community/police relations and has a program that provides COMMUNITY RESOURCE OFFICERS on bicycles. These bicycle officers are available to assist residents and business owners with community concerns as well as dealing with criminal activity in the areas they patrol. The Community Resource Officers are also involved the citywide Neighborhood Watch Program.

Sergeants are also assigned to work as CRIME PREVENTION officers handling enforcement of the city's ALARM ORDINANCE along with conducting business and residential security checks.

Another successful program making an impact on the community is the SCHOOL RESOURCE OFFICER who is assigned to North Kansas City High School. This officer is available on a full-time basis to assist students with concerns they may have associated with everyday life, family problems, problems with the law, and academic problems. This proactive approach to community/police relations has had a positive affect on forming partnerships with the community.


The North Kansas City Police Department submits MONTHLY CRIME STATISTICS to the UNIFORM CRIME REPORT, which is maintained by the F.B.I.

The North Kansas City Police Department is a member of the TIPS PROGRAM sponsored by the KANSAS CITY CRIME COMMISSION which provides reward money to individuals who supply information to law enforcement on criminal activity.

The Police Department is also a member of two organizations which supplement the department's investigative activity in the areas of narcotics and gangs. The Clay County Investigative Squad and NORTH METRO DRUG AND GANG TASK FORCE provide assistance to the department by investigating complaints and conducting undercover operations.
