Face Covering Order FAQs

What is the face-covering requirement?
All North Kansas City residents and visitors must wear a face covering or mask while indoors in an area of public accommodation. This face covering it to cover the nose and mouth.  These spaces include but are not limited to, grocery and retail stores, special events, and public transit. Exceptions to this requirement are:
Minors, though Centers for Disease and Control and Prevention (CDC) guidance recommends that all individuals over the age of two wear masks.
People who have disabilities that:
o Prevent them from comfortably wearing or taking off face coverings.
o Prevent them from communicating while wearing face coverings.
People who have respiratory conditions or breathing trouble that are exacerbated by a face covering.
People who have been told by a medical, legal, or behavioral health professional not to wear face coverings.
People who are seated in a restaurant, tavern, or bar and are engaged in consuming food or drink while adequately distanced from other tables. 
Persons who are hearing impaired, or communicating with a person who is hearing impaired, where the ability to see the mouth is essential for communication.

When does this Order end?
This Order is in effect until 11:59 p.m. on Saturday, January 16, 2021 unless and until it is extended, rescinded, superseded, or amended in writing.  

Do I have to wear a mask outdoors?
While not required, all North Kansas City residents and visitors are strongly encouraged to wear masks outdoors in any situation where they are unable to maintain six feet of social distance from others. 

Why is the City requiring masks to be worn?
COVID-19 cases have been steadily increasing in the Kansas City region over the last several weeks, and numerous studies have shown that wearing masks, particularly indoors, dramatically reduces the incidence of COVID-19 transmission.

Where can I find masks in North Kansas City?
Residents and visitors can obtain a free mask at City Hall, 2010 Howell Street, during business hours.  One mask will be given per person present.

Where can I find masks in the metro?
The City of Kansas City launched KCPPE.com, an online resource for Kansas City businesses to purchase Personal Protective Equipment (PPE) for their employees while providing direct support to local businesses. Kansas City businesses or individuals looking to purchase locally-made PPE can find more information on the KCPPE website. Local PPE suppliers can request to be added to the website.

Does this replace the Clay County Public Health Emergency Order?
No. The North Kansas City amended order is in addition to the Clay County Public Health Emergency Order Amended on 7/14/2020.  

Do I have to wear a mask when I work out at my gym?
Yes.  This order requires a face covering or mask while indoors in an area of public accommodation.  This includes membership gyms and indoor sports facilities.

Do I have to wear a mask in my place of business?
This order requires a face covering or mask while indoors in an area of public accommodation.  If your business serves the public, yes, everyone in the public areas of the business will need to wear a mask.

If your business is not open to the public, you do not need to wear a mask, although you do need to maintain social distance.  Masks are heavily encouraged in common places such as break rooms and conference rooms.  If your business has a public lobby, your visitors will need to wear a mask in that public area.

What are the penalties for non-compliance with this order?
Violation of any provision of this Order may result (1) in the suspension or revocation of the Certificate of Occupancy and/or Business License for the offending business or concern in accordance with the Code of the City of North Kansas City, Missouri; and/or (2) in a fine as provided for in Ordinance No. 9315.

Ordinance No. 9315 states: It shall be unlawful for any person to fail, neglect or refuse to comply with the order made or prohibitions instituted by a proclamation issued under the provisions of this section, or for any person to otherwise violate or in any manner aid, assist, encourage, or support the commission or perpetuation of a violation of such proclamation, and upon conviction thereof any such person shall be punished by a fine of not less than $25.00 and not more than $500.00, or by imprisonment for a period of time not less than one day and not more than three months.
