Sealed bids for Monitoring Well Redevelopment and Monitoring Well Installation, North Kansas City, Missouri, will be received by the City of North Kansas City, Missouri, Owner, at the Office of City Clerk, City Hall, 2010 Howell, North Kansas City, Missouri 64116, until 10:00 a.m. CDT, Wednesday, September 9, 2020, and then immediately opened and publicly read aloud in the City Council Chambers, City Hall, 2010 Howell, North Kansas City, Missouri 64116.  Information regarding bid results will be available the day following the bid opening.

 

Scope of work, specifications and other related contract information may be obtained at KC Blueprint and Plan Room, and may be accessed at www.kcblueprint.comNo paper copies will be issued.  If paper copies are desired, it is the responsibility of the user to print the files or have them printed.  Questions should be directed in writing to Pat Hawver, Director of Public Works, City of North Kansas City or at pahawver@nkc.org .

 

An on-site pre-bid meeting will be held at 1:30 p.m. CDT, on Thursday, August 27, 2020, at North Kansas City’s Water Pollution Control Building, 2020 Bedford, North Kansas City, Missouri.  All interested bidders are encouraged to attend this meeting.

 

This is a prevailing wage project.  (If the contract amount is less than $75,000, the prevailing wage requirements will not apply.  Any contract adjustments that increase the contract above $75,000 will be subject to prevailing wages.)  The Owner reserves the right to waive informalities in bids and to reject any and all bids.  The Owner also reserves the right to negotiate with any bidder.

The City of North Kansas City is soliciting proposals from qualified individuals, firms, partnerships, and corporations to select a developer for City-owned commercial property located along Burlington/N Oak Trafficway, between E 29th Avenue and E 32nd Avenue. The subject property is currently undeveloped and part of the Northgate Village Tax Increment Financing district.
The purpose of this RFP is to identify a developer with the interest, resources, and experience to purchase and develop the property into a desirable addition to North Kansas City. The preferred developer would be expected to enter into a development agreement and sign a purchase contract with the City consistent with the parameters and goals for the development described within this RFP that will lead to a mutually agreeable development plan. The development plan should include details such as a proposed site plan, types of uses, and a development schedule. If the City and the preferred developer are unable to reach a mutual agreement, the City may select another qualified developer from the RFP respondents.

The City is not seeking to have any form of partnership role in the development of the site. The City seeks to sell the real estate, specifying certain conditions upon the sale. The City will, however, have certain expectations including and in addition to the sales price that the selected developer will have to execute and agree to. In addition, the selected developer will be subject to all applicable rules, regulations, and procedures attendant on the development of any property.

The City is not interested in engaging a broker, agent or consultant who proposes to work on a fee basis to market the property or act as a real estate advisor to the City.

All respondents shall submit five (5) printed copies of their proposal and one electronic copy in pdf format in a sealed package or envelope marked “Northgate Village Commercial Development Proposal.” Responses must be delivered to:
